1. Forum on Urban Water Industry Management and Reform

The objectives of this forum are to summarize experiences and lessons of domestic urban water industry in connection with problems in city water industry reform, operation and management, to draw lessons from other countries and to put forward constructive ideas for sound development of water industry. Department of Urban Construction of Ministry of Construction of China, the one that is in charge of urban water industry management, will have discussions with local management for construction, enterprises in water supply and drainage industry and enterprises on water services and operations to reach conclusions for furthering urban water industry reform, improving operation and management efficiency and strengthening supervision. The sub-themes include: policies and directions of urban water reform, urban water industry management, main modals and cases of franchising, investment, financing and enterprises’ remanufacturing, and systems and means for efficiency management of urban water industry.

2. Forum on Strategies and Practice for Water Pollution Control and Treatment

The Plan of National Science and Technology Development in long-term and medium-term takes water pollution control and treatment as one of the sixteenth key scientific programs. Governments at national level and local level will put billions of funding to it. The implementation of it will be an essential scientific support to achieving objectives of water environment control plan and water pollution control and treatment plan in the Eleventh Five Year Plan. Cities who applied for demonstration programs will introduce local water environment and problems and challenges of drinking water safety, needs at both policy and technology levels, and plans in the Eleventh Five Year period. Experts domestic and overseas will be invited to discuss with those cities at the forum to help the start and practice of water pollution control and treatment program.

3. Forum on Water Standards Technology

Focal points of this forum are, at national, local and industrial levels, formulation and implementation of water system standards for city, community or construction, wastewater recycle standards, rain water collection and utilization standards, water conditioning and control standards, technical and managerial problems in establishment of a water standards system, etc.. Experts domestic and overseas in this field, domestic administrative departments of research-doing, implementation, and supervision will be invited to demonstrate domestic and overseas theories and findings on water industry standards and systems, posing technical problems and other aspects like ensuring of implementation, application and assessment of practice. It is a stage for technical exchanges and will push forward the development of China water standards technology.

4．Forum on Urban Water Supply Security and Emergency Management

Multilayered analysis on China urban water supply and urban water supply security technologies and emergency management measures will be discussed in this forum. Participants include officials from urban water supply administrative departments, executives from water supply enterprises, experts from academies, technicians on water supply equipment operation. They will exchange thoughts and ideas on urban water security plan, watersource protection and management, water quality security in water plants, transformation of old water plants, safe transit of drinking water, pipe network technology, advanced treatment and disinfectant technologies of drinking water, emergent treatment technologies of water supply, emergency management of urban water supply, etc..

5．Forum on Technologies and Systems of Sino-Japan Water Supply Safety in Small Towns

This forum is jointly hosted by Ministry of Construction of China and Ministry of Health, Labour and Welfare of Japan. It targets economic policies and applicable technology development of drinking water safety in different regions and towns with different water sources in China, research, assessment, planning and management of current situation of drinking water safety in small towns, monitorship, prewarning and emergency technologies on water quality, pretreatment, enhanced conventional  treatment and advanced treatment of drinking water in small towns, development of integrated equipments for drinking water, safety of water distribution, water quality control of networks. Apart from administrative staff in charge of drinking water in small towns, famous experts, design academies and tap water companies from China, experts from Japanese government, enterprises and research centres will present successful managerial experiences, applicable technologies, cases in this field and introduce differences of Japan and Japanese urban water supply system and technologies, and discuss the Sino-Japan cooperation in this field. 

6. Forum on Urban Planning, Water Environment Design and the Ecological Governance

Waters in cities have functions of variety, preventing or controlling floods, draining water-logged, landscaping and fitting both health and mood. Protecting and restoring river ecology and preventing its ecological functions from degeneration are of great importance to city environment improvement and sustainable development. At this forum there will be deep discussions and exchanges on water environment design and ecological governance, targeting problems rising on urban river net planning, construction and reconstruction along with city development in recent years. Sub-themes cover: urban water net planning, drinking water safety, connection between functions of urban water nets and cities, eco-balance of urban water system, ecological protection of urban water environment, urban water environment design. Bureaus of city planning at both provincial level and city level, bureaus of landscapes and gardens, bureaus of water resources, bureaus of environmental protection, administrative departments of municipal, representatives from collages and universities will participate in this forum.

7. Forum on Preservation and Utilization of Water Landscape in Scenic Spots

This forum’s theme is opportunities and challenges facing water environment of lake-dominant scenic spots worldwide, and scientific management, protection strategies and measures, and sustainable utilization of it. Representatives of organizations and experts studying on lake-dominant scenic spots will make presentations in terms of water environment treatment at lake-dominant scenic spots, protection and management of water resource, protection of landscape resource and regional economy, wetland preservation and ecological management. Advanced ideas on water treatment of scenic spots, good planning designs, and typical cases will be introduced at this forum. And a memoir will be published along with the forum.

8. Forum on Management of City Water Conservation and integrated technology of Water-saving

Strengthening water conservation management and applying integrated water conservation measures are essential to improvement of urban water utilization efficiency, water recycle, and water sustainability. Sub-themes are water conservation policies and regulations, water conservation planning and management, water conservation technologies, technologies on control of water supply networks leakage, utilization of unconventional water resources, setting up water conservation designed cities, etc.. Leaders in charge in this field, mayors, leaders from modal areas and famous experts will join in discussion on this topic, exchanging domestic and overseas advanced technologies and management experiences, figuring out integrated measures to water-saving so that to popularize new technologies, improving management and advancing water-saving cities development.

9. Forum on Water Recycle and Utilization in Building and Residence District

Advancing water recycle and utilization in buildings and residence districts is an important measure to improve water utilization efficiency, push forward green building development and establish a conservation-minded society. It covers water conservation and technical standards for water utilization in buildings, new water conservation technologies and appliances, water treatment and utilization in buildings, rain water collection and utilization, key technologies of safely utilizing non-conventional water sources, integrated utilization technologies of water recycle in residence districts. Famous experts in relevant fields will present applicable technologies and management modes on improving water-saving efficiency and utilization ratio of non-conventional water resources, successful experiences on constructing and operating green building and water recycle in residence districts. By exchanging ideas on standards, technologies and cases, it will push forward the practice of new technologies and advance the water recycle technologies in buildings and residence districts.

10. Forum on Technology of Municipal Wastewater Treatment and Resource Utilization

To achieve the goals on energy-saving set in the Eleventh Five Year Plan, further practising wastewater treatment and utilization of water as a resource material is a main path. With the application of stricter wastewater drainage standards and the challenges on water recycle, improving urban waste water treatment technologies, water quality treated and ensuring the safety of regenerated water become focuses among water treatment technologies. Sub-themes of this forum range from urban drainage system, advanced removal of nitrogen and phosphorus for urban sewage, high-rate anaerobic reactor technologies, membrane bios-reactor, technologies of constructed wetland and ponds, advanced treatment and recycle of tail-water, to technology reform and reconstruction of urban sewage treatment plants, etc.

11. Water Environment Governance in Villages and Small Towns

Sub-themes of this forum cover regional and economic differences on technical and economic policies and applicable technology development of water environment governance in villages and small towns, water environment governance planning, multi-channel financing system, applicable standards on wastewater drainage in villages and small towns, drainage collection equipments, biological treatment of domestic sewage, ecological treatment of constructed wetland and ponds, methane production of dung by anaerobic fermentation, ecological restoration of waters, water quality improvement technologies, etc.. Administrative officials in charge of villages and small towns, experts domestic and overseas in this field and important domestic design academies are expected to demonstrate successful managerial experiences, applicable technologies and practice cases in this field.

12. Forum on Technology of Sludge Treatment and Resource Utilization

Currently, most wastewater treatment plants aren’t equipped with full sludge treatment technique, many types of equipment cannot work normally, and policies and standards about sludge treatment haven’t been perfected. In the wake of the speed up of urban wastewater treatment facilities establishment, sludge treatment is becoming a key problem to wastewater treatment plants. This forum involves topics of new technologies of sludge dewaterability and stabilization, assessment of sludge treatment and utilization, developed techniques and equipment operation experiences, sludge utilization as a resource, etc.. Famous experts in the field, famous domestic design academies and technicians from water companies will have discussions on effective measures to sludge treatment and integrated utilization of sludge.
